Madagascar enters into fisheries agreements with the European Commission and has concluded three year protocols since 1995.  The purpose of this piece of work was to calculate licence fee levels for the European fleet that fish in the EEZ of Madagascar.  Furthermore, to provide recommendations for a licensing system that takes into account the strengths and limitations of MCS within Madagascar.

As such, detailed analysis of catch and revenue and the construction of a licensing framework was conducted in order to ensure that revenue derived from the tuna fisheries is optimized and monitored without jeopardising the long-term sustainable basis of the resource while still retaining the attraction to distant water fleets.
