The subject of this contract was the development of a new technical measures framework and specifically to assist in the evaluation of the current regime and in the completion of an impact assessment to support a new Commission proposal on technical measures.

The specific objectives of this specific contract were to assess to what degree the existing technical measures have met the objectives set, and thereby help to identify the best policy direction for future technical measures in the context of a reformed CFP. This evaluation had two distinct parts:

1.  A retrospective evaluation of the existing technical measures regulations in place in terms of their relevance, effectiveness, efficiency, coherence and acceptance.

2.  A prospective evaluation of the likely economic, social and environmental impacts as well as the effectiveness, efficiency and coherence of different policy options for future technical measures.
